I've installed Rails plugin and chose to ignore the Gems install.
Then I tried to create a new Rails project and got the message that Rails is not installed.

It would be very nice to display the Gems install dialog at this point (as an enhancement). However, this wizards says that Rails is not installed, and not Gems are not installed.
For a novice user like me, I have not idea what is missing and from were to install the missing parts.

If you click Finish at this point it will actually pop a dialog to install rails. I wasn't sure how to handle the fact that you need rails to finish this wizard properly. Would a link on the wizard for "Install Rails..." when it's not installed work better?

I think that displaying a warning, instead of an error, is the first thing.
Usually, when I see an error message on the top of the wizard, I don't expect it to enable the 'Finish' button. Frankly, I didn't even notice that the 'Finish' was enable when I saw the red error.

Perhaps that + the link to the 'Install Rails' will be the best solution.
