Add a new extension point to allow other plugins to contribute completion proposals to Ruby editor. This is more generic and overrides our extension point to allow other plugins to contribute templates proposals. This is essential to keep the rails related completion proposals out of the RDT codebase, but still show up in the Ruby editor.
