I would like to create a new Rails project even if I don't have Rails installed. (why don't I have Rails installed? My apps require different versions so they all have Rails frozen into Vendor. Having a globally-installed Rails can only cause confusion)
If I could do that, these instructions could be replaced with two steps

1) Create a new, empty Rails project.
2) Copy your files into the new project dir.
Or, if there's another way to make importing existing projects easier, I'm all for it.
