To test, try installing Aptana into a brand new version of Eclipse. It should still do the "double restart" after installation.

To refine the description, install Aptana 1.0.1 (you must install this version, not update from 1.0.0) into a new version of Eclipse (3.2 or 3.3 is fine).

An alternate way of confirming this is fixed is to choose Help > Troubleshooting > Clean Configuration. The editor should only restart twice.
