I believe the issue is that the Android plugin requires Java Development Tools (JDT--the Android SDK is Java-based). The Aptana Studio stand-alone does not ship these Java tools by default as those users who wish to program in Java can download Eclipse instead and use Aptana as a plugin. My guess is that Android is failing to load because of a JDT dependency, and that is why the preference fails to show.
Please try installing Android and Aptana into a copy of Eclipse. That should work fine. Let us know if that behaves as expected.
